Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.

Motion 13-16: Motion by Mr. MacAdam, seconded by Mrs. Desormo to accept the minutes of the January 28, 2016 special meeting as written and distributed.

Ayes All: Motion Carried.

Motion 14-16: Motion by Mr. Smith, seconded by Mr. Vaas to accept the minutes for the February 16, 2016 meeting as written and distributed.

Ayes All: Motion Carried.

SIGN PERMIT

Fed-Ex Express – 22530 Fisher Road – Jefferson County Industrial Park – Sign Permit

A representative from Fed-Ex Express submitted proposed plans for signage at 22530 Fisher Road. Discussion followed.

Motion 15-16: Motion by Mrs. Desormo, seconded by Mr. Boxberger to authorize the Zoning Officer to issue a sign permit for Fed-Ex Express, 22530 Fisher Road, Jefferson County Industrial Park. Fed-Ex will remove the existing sign and replace it with a 3′ x 8′ sign on the front of the building over the entrance as shown on plans drawn by Blair Companies, dated 1/14/16, File #FXE_60559_16.

Ayes All: Motion Carried.

SUBDIVISION

Greg Steiner – Tax Map #91.00-1-11.51 – 2 Lot Subdivision.

Greg Steiner submitted a completed application and proposed plans for a 2 lot subdivision for Tax Map #91.00-1-11.51. This is an existing nonconforming parcel as there is no road frontage. Discussion followed.

Mr. Steiner needs to submit lot descriptions and an agreement showing that the neighbor has agreed to purchase they property and has use access to the property. Mr. Steiner needs to remove the word preliminary from the proposed plans.

Motion 16-16: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for a 2 lot subdivision for Greg Steiner, Tax Map #91.00-1-11.51 for Monday, April 4, 2016 at 7:00 p.m.

Zircon Development (Nice N Easy) – 21306 NYS Route 12F & Corner of Salmon Run Mall Road – Tax Map #82.08-1-18 – 2 Lot Subdivision.

Robert Busler, LaFave, White, & McGivern, on behalf of Zircon Development (Nice N Easy), 21306 NYS Route 12F and the Corner of Salmon Run Mall Road, submitted an application and proposed plans for a 2 lot subdivision. Mr. Busler discussed different access plans to the parcel. Discussion followed.

Motion 17-16: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for a 2 lot subdivision for Zircon Development, 21306 NYS Route 12F on Monday, April 4, 2016 at 7:00 p.m.

Ayes All: Motion Carried.

SITE PLAN

Molly DeJordan/Mike Uebler – 20768 State Route 12F – Tax Map #82.07-1-7 – Children’s Play Center.

Molly DeJordan and Mike Uebler submitted proposed plans including signage for a children’s play center called The Bouncing Bug.

Discussion followed. The board stated that since there is no change to the outside of the building and that the proposed signage will replace the existing signage, there is no need for the board to take any action on this project.

Jake’s Lawn Care/NC Property Services – 17912/940 US Route 11 – Tax Map #90.16-1-9.22 – Construction of two 30′ x 80′ Greenhouses.

An application and proposed plans were submitted for the construction of two 30′ x 80′ greenhouses at Jake’s Lawn Care located at 17912/940 US Route 11, Tax Map #90.16-1-9.22. Discussion followed.

A detailed drawing showing the placement of existing driveways, buildings, proposed screening on the front of the property, and placement of proposed greenhouses including dimensions and meeting all setback requirements needs to be submitted.

Motion 18-16: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for site plan review for Jake’s Lawn Care, 17912/940 US Route 11 for Monday, April 4, 2016 at 7:00 p.m., conditional upon receipt of an acceptable plan.

Ayes All: Motion Carried.

Neil Katzman – South Massey Street – Tax Map #82.20-1-14.2 – Construction of a 40′ x 40′ storage building.

Neil Katzman approached the board with preliminary plans for the construction of a 40′ x 40′ pole barn on Tax Map #82.20-1-14.2. Discussion followed.

The property is both in the City of Watertown and the Town of Watertown. He has an existing building on this property which is located entirely in the Town of Watertown. There is no road frontage on the property located in the Town of Watertown, however there is access from the portion of property located in the City. The board can not take any action on this matter as it does not meeting zoning requirements.

Mr. Katzman will apply for a variance with the Town of Watertown Zoning Board of Appeals. He will submit an application and provided a detailed drawing showing the footprint of the existing building as well as plans for the proposed building showing all setback requirements.

ZONE CHANGE REQUEST

Paul/Tim Desormo – 24922 NYS Route 12 – Request to change property zoning from Natural Product to Residential 1 for the purpose of becoming a single family residence.

Mrs. Desormo abstained from discussion on this project.

Tracy Stevens, on behalf of Paul/Tim Desormo, approached the board regarding a zone change request for property located at 24922 NYS Route 12. Discussion followed.

The board would like to see wording in the deed stating that mining shall cease.

Motion 19-16: Motion by Mr. Boxberger, seconded by Mr. Smith that the Town of Watertown Planning Board recommend that the Town Board consider a zone change for property located at 24922 NYS Route 12 from Natural Product to Residential 1 to enable the property to be used once reclamation is complete. The R1 request is consistent with neighboring properties and would not be considered spot zoning.

Abstention – 1: Motion Carried.

Mr. Boxberger will contact Joel Bartlett by email to see if this item can be added to the March Agenda for the Town Board meeting.

SITE PLAN

Salmon Run Mall Shopping Center, LLC – Tax Map #82.11-1-50 – Request to reduce parking spaces.

The board discussed this request at the January 28, 2016 meeting and agreed to support a carefully worded resolution if Pyramid could provide satisfactory justification. Since that meeting, Mr. Boxberger has learned that a resolution cannot have a condition without cause and a time frame cannot be used as cause.

Matthew Bader, on behalf of Salmon Run Mall Shopping Center, submitted proposed justification to the board for their review to obtain a resolution to decrease the required parking at Salmon Run Mall base on square footage under town regulations. Discussion followed.

The board would like more time to review the paperwork submitted. The would like to see the food court added to the leaseable space as they believe that it has a specific use. Mr. Bader will email an updated justification packet for the board to review.

Motion 20-16: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn at 8:57 p.m.
