Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.

Motion 37-16: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the May 2, 2016 meeting as written and distributed.

Ayes All: Motion Carried.

Motion 38-16: Motion by Mrs. Desormo, seconded by Mr. Smith to accept the minutes of the May 17, 2016 special meeting as written and distributed.

Ayes All: Motion Carried.

Motion 39-16: Motion by Mr. Boxberger, seconded by Mr. MacAdam to reschedule the regular July meeting of the Town of Watertown Planning Board to Monday, July 11, 2016 at 7:00 p.m.

Ayes All: Motion Carried.

SITE PLAN

Joe Eberle – 17306 US Route 11 – Tax Map #90.20-1-22.5 – Discussion regarding a woodworking shop at his residence.

Joe Eberle submitted proposed plans for 40′ x 60′ woodworking shop at 17306 US Route 11. Discussion followed.

Mr. Eberle needs to submit a completed application, updated plans showing designated parking, a color rendering of the proposed building, and vegetative planting along the property line.

Motion 40-19: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for Joe Eberle for the construction of a 40′ x 60′ woodworking building at 17306 US Route 11 for Monday, July 11, 2016 at 7:00 p.m., conditional upon receipt of a completed application, updated plans showing designated parking, a color rendering of the proposed building, and vegetative plantings along the property line.

Ayes All: Motion Carried.

Mr. Eberle was informed that if he had information regarding proposed signage, that he should bring this information to the next meeting and get approval for everything at one meeting.

Don Davidson – 21752 Gillett Road – Tax Map #90.12-1-6.6 – 30′ x 14′ Solar Panel Inverter Building.

Jake DiBari, High Peak Solar, on behalf of Don Davidson, submitted proposed plans for a 30′ x 14′ Solar Panel Inverter Building at 21752 Gillett Road. Discussion followed.

The board discussed how the building will be accessed from Gillett Road. The building will require access for maintenance and emergency vehicles by both National Grid and the Town of Watertown Fire Department. The Town of Watertown Highway Superintendent needs to be contacted regarding a highway cut and the Town of Watertown Fire Department needs to be contacted regarding measures to secure access for emergencies. This roadway also needs to be cited on the plans.

Motion 41-16: Motion by Mr. Boxberger, seconded by Mr. Smith to waive site plan review for the Davidson Management Group Solar Panel Layout Inverter Building. This building will be approximately
30′ x 14′. This is conditional upon demonstration of an acceptable access road from Gillett Road to the transformer/inverter area and upon demonstrated security measures to prevent unauthorized access. This information can be sent electronically to the Co-Chair, Mrs. Desormo, and is subject to satisfactory review.

Steiner’s General Store/American Promotional Events – 25511 State Route 12 – Temporary tent to sell firework related items.

The board reviewed paperwork submitted by American Promotional Events for a temporary tent to sell firework related items at Steiner’s General Store at 25511 State Route 12. Discussion followed.

The board would like American Promotional Events to provide to the Town that they comply with State and Local Law regarding quantity and setbacks in light of concerns the board has because of proximity to flammable liquids.

Motion 42-16: Motion by Mr. Boxberger, seconded by Mrs. Desormo to waive site plan review for American Promotional Events temporary tent sale of sparkling devices at 25511State Route 12, Watertown, NY, property known as Steiner’s General Store due to the short duration and minimal impact on parking. This event will have a 30′ x 50′ tent from June 21st through July 5th as shown on a schematic provided indicating that the tent will be located on the lawn on the side of the store. This event is, conditional upon satisfactory signage approval, submission of copies of letters to both the Town of Watertown Fire Department and Jefferson County Sheriff Department notifying them of this event and its duration and of the provision to submit acceptable evidence to the Town demonstrating compliance with State and Local Laws regarding the type and volume of fireworks because of the proximity to flammable liquids.

Mike Lundy – Washington Street Summit Associates, LLC – Lot 4C – Washington Summit – Lot Line Adjustment and Site Plan for a 11,800 square Foot Multi-Tenant Building.

Mr. Lundy was unable to attend the meeting. He submitted paperwork for the board to review. Discussion followed.

The board took no action on this proposed project as they need Mr. Lundy present to explain the plans.

ANNOUNCEMENTS

$ Mr. Boxberger referred to a letter dated 6/3/16 from Hudson Valley Cultural Resource Consultants on behalf of the Jefferson County Fire and Emergency Management Department to see if there is interest in becoming a consulting party regarding the Jefferson County Public Radio System Upgrade. Discussion followed.

The board expressed no interest in this request and took no action.

$ Mr. Boxberger announced that he attended the MS4 meeting with Mr. Prosser representing the Town of Watertown. This meeting was very interesting. The new guidelines will require an architect or engineer to do all preparation and review for the new stormwater management program.

The board will have to develop a local ordinance for the Town Board to consider by December as the new regulations will be in effect by March 2017.

Motion 43-16: Motion by Mr. MacAdam, seconded by Mr. Boxberger to adjourn the meeting at 8:05 p.m.
