Mr. Boxberger called the regularly scheduled June meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 33-24: Motion by Mr. Boxberger, seconded by Mr. Smith to reschedule the regular July meeting of the Town of Watertown Planning Board for Monday, July 8, 2024 at 3:00 p.m.

Ayes All: Motion Carried.

Motion 34-24: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the May 6, 2024 meeting as written and distributed.

Ayes All: Motion Carried.

PUBLIC HEARING – SITE PLAN

Metal Craft – 22620 County Route 196 – Tax Map #73.20-1-10.52 – Construction of a 11,600 Square Foot Addition.

Evidence was provided that legal notice was published in the newspaper.

The public hearing was opened at 3:03 p.m. No one from the public wished to speak. The public hearing was closed at 3:03 p.m.

SITE PLAN

Cala Morgia – 18814 US Route 11 – Tax Map #91.09-1-5 – Dog Kennel Business – Site Plan

Cala Morgia appeared before the Board to discuss proposed signage. She stated that she will reface the existing sign and build a planter box at the base. NYSDOT stated that the existing sign meets all setback requirements.

Ms. Morgia will submit pictures of proposed signage to Mrs. Desormo by email for approval from Board members.

Mike Lasalle, MBL Engineering, will be preparing site plans for Ms. Morgia showing the location of fencing, outdoor dog runs, placement of the dumpster, and any outside lighting so the Board can determine whether site plan review will be needed.

Mr. Vaas will schedule an appointment to visit the site with Ms. Morgia to see if there are any wetland requirements that need to be addressed.

A Zoning Permit is needed for change of use.

Metal Craft – 22620 County Route 196 – Tax Map #73.20-1-10.52 – Construction of a 11,600 Square Foot Addition.

The Jefferson County Department of Planning comments dated 5/30/24 were entered into record (Attachment #1).

Mike Lasalle, MBL Engineering, submitted updated plans for Metal Craft, 22620 County Route 196, Tax Map #73.20-1-10.52 that included a landscaping plan and a color rendering as requested at the May 6, 2024 meeting. Discussion followed.

Mr. Lasalle will submit a smaller (11″ x 17″) copy of the color rendering for the file and provide dark sky compliant lighting information.

Mr. Lasalle is still waiting for approval from the JCIDA to allow parking at the front of the building. The JCIDA’s next meeting is on June 6th. Discussion followed.

Motion 35-24: Motion by Mr. Boxberger, seconded by Mr. Smith to grant site plan approval for Metal Craft, for the construction of a 11,600 square foot addition to the existing building located at 22620 County Route 196, Tax Map #73.20-1-10.52 as shown on plans prepared by MBL Engineering, PLLC, Project #19-306, Sheet C-102 & Sheet C-501, both with a final revision date of 5/22/24, Elevation Drawings prepared by Olmstead Consulting – Drawing #A201, dated 4/3/24 & A202, dated 3/4/24, and a Color rendering, Sheet 1 of 1, Drawing #A200, dated 5/21/24, conditional that no zoning permit will be issued until submission has been received from the JCIDA granting approval for parking in the front of the building, receipt of a 11″ x 17″ color rendering, and that all lighting be Dark Sky Compliant.

Aviagen Hatchery – 20768 County Route 200 – Town of Watertown – Construction of 15′ x 8′ Shed – Site Plan.

Mike Lasalle, MBL Engineering, presented proposed plans for a 15′ x 8′ shed for Aviagen Hatchery, 20768 County Route 200. Discussion followed.

Motion 36-24: Motion by Mr. Boxberger, seconded by Mr. MacAdam to waive site plan review for Aviagen Hatchery for the construction of a 15′ x 8′ shelter as this represents less than 1% of the total building size, is not visible to the public, and is protected by all other screening.

Ayes All: Motion Carried.

A zoning permit will be required.

CWT Hatchery – 20835 Alexander Drive – Tax Map #82.00-2-1.5 – Amendment to site plan and sign permit.

Jared Dickinson submitted a sign permit application for CWT Hatchery, 20835 Alexander Drive. Proposed signage is for a monument-style sign 6′ x 9 ½’ with a mulch bed at the bottom. Discussion followed.

Mr. Dickinson will bring updated drawings for the proposed signage showing the mulched bed at the base and the exact placement of proposed signage meeting all setback requirements.

Mr. Dickinson also submitted an amended site plan application for CWT Hatchery for a 10′ x 42′ addition to the building. This is for additional employee bathrooms along with plans for a 10′ x 20′ water separation building. Discussion followed.

Mr. Vaas noted that Dry Swale 3a & Dry Swale 3b are cited on the plans. Mr. Vaas asked if these are in place or proposed?

Mr. Dickinson will have Mr. Lundy contact Mr. Vaas regarding this matter.

Motion 37-24: Motion by Mr. Vaas, seconded by Mr. Smith to waive site plan review for CWT Hatchery, 20835 Alexandria Drive for the construction of a 10′ x 42′ addition to the building and a 10′ x 20′ water separation building as shown on plans prepared by MBL Engineering, Project #21-307, Sheet 101, with a final revision date of 9/11/23 as this represents less than 5% of the total square footage, they are not visible from the access road, and meet all setback requirements, conditional upon submission of updated plans with a final revision date of 6/3/24.

Lawman Facility – Lot #10 – Corporate Park – County Route 200 – Tax Map #73.20-1-2.17 – Site Plan Revision.

Mr. Dickinson submitted an amended site plan application for Lawman Facility, Lot #10 in the Jefferson County Industrial Park, County Route 200 along with a color rendering showing elevations as requested at the April meeting. Discussion followed.

The following still needs to be submitted:

$ The dimensions of the building need to be cited on the plans.

$ Jefferson County Highway Department approval needs to be submitted regarding utilities going under the road.

$ JCIDA approval needs to be submitted.

$ Signage needs to be submitted

$ A front walking trail needs to be cited on the plans.

Mr. Dickinson will appear at the June 8th meeting with all missing information.

SIGN PERMIT

Aujla Corner – 19784 Cady Road – Tax Map #90.18-1-28 – Sign permit.

The Board review proposed signage for Aujla Corner, 19784 Cady Road, Tax Map #90.18-1-28 which was submitted via email.

Two proposed sign bases were submitted for the Board’s opinion. Both signs are 17′ high. The Board agreed they like the sign with the stone flower base. Discussion followed.

Motion 38-24: Motion by Mrs. Desormo, seconded by Mr. Smith to grant sign plan approval Aujla Corners for a Sunoco sign located at 19784 Cady Road, Tax Map #90.18-1-28 for a 17′ free standing sign as shown on Project #500738-4 AB, dated 3/20/24 with a final revision date of 5/29/24, conditional on a minimum height of 24″ high stone base.

Ayes All: Motion Carried.

Spirit Halloween – 21181 Salmon Run Mall Loop West – Tax Map #82.11-1-50.21 – Sign Permit.

The Board reviewed proposed signage for Spirit Halloween, 21181 Salmon Run Mall Loop West which was submitted via email.

This is the same temporary signage that has approved for the past several years. Discussion followed.

Motion 39-24: Motion by Mr. MacAdam, seconded by Mr. Smith approve signage for Spirit Halloween located at 21181 Salmon Run Mall Loop West as shown on four pages along with a Sign Permit Application dated 6/3/24.

Ayes All: Motion Carried.

Motion 40-24: Motion by Mr. Smith, seconded by Mr. MacAdam to adjourn the meeting at 4:15 p.m.
