Mr. Boxberger called the rescheduled regular July meeting of the Town of Watertown Planning Board to order at 2:00 p.m.

Motion 42-18: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the June 14, 2018 meeting as written and distributed.

Ayes All: Motion Carried.

Motion 43-18: Motion by Mr. Boxberger, seconded by Mr. Smith to reschedule the regular August meeting of the Town of Watertown Planning Board to Monday, July 30, 2018 at 2:00 p.m.

Ayes All: Motion Carried.

PUBLIC HEARING – SITE PLAN

Tom Compo – 18941 US Route 11 – Tax Map #91.05-4-67.1 – Site plan for a 18′ x 30′ addition.

Legal notice was published in the newspaper.

The public hearing was opened at 2:02 p.m. No one from the public wished to speak. The public hearing was closed at 2:03 p.m.

SUBDIVISION

Virginia Gladle – 24605 Gotham Street Road – Tax Map #83.19-1-49/83.19-1-43.2 – 2 Lot Subdivision.

Patsy Storino, on behalf of Virginia Gladle, submitted plans for a 2 lot subdivision at 24605 Gotham Street Road, Tax Map #83.19-1-49/83.19-1-43.2. Discussion followed.

It is the consensus of the board that this should be considered as a lot line adjustment as they are not creating any new lots.

Motion 44-18: Motion by Mrs. Desormo, seconded by Mr. Smith to grant a lot line adjustment for Virginia Gladle, 24605 Gotham Street Road, Tax Map #83.19-1-49/83.19-1-43.2 as shown on plans prepared by Patsy Storino, dated 6/26/18, File #18-026-Watn, Survey dates of 5/22/18, 5/30/18 & 6/5/18, Drawing #1. Lot #1 will be 6.24 acres and Lot #2 will be 4.23 acres. It meets all zoning requirements for lot frontage. This is conditional upon submission of a revised survey map for a lot line adjustment and satisfactory review of revised lot descriptions.

SITE PLAN

Tom Compo – 18941 US Route 11 – Tax Map #91.05-1-67.1 – Site Plan for a 18′ x 30′ addition.

Mr. Boxberger entered into record the review from the Jefferson County Department of Planning dated 6/27/18 (Attachment #1).

The board reviewed the proposed plans for a 18′ x 30′ addition for Tom Compo, 18941 US Route 11, Tax Map #91.05-1-67.1. Discussion followed.

Motion 45-18: Motion by Mr. MacAdam, seconded by Mr. Boxberger to grant site plan approval to Tom Compo, 18941 US Route 11, Tax Map #91.05-1-67.1 for a 18′ x 30′ addition as shown on plans prepared by Widrick Construction, dated 6/26/18 Titled Enterprise Rental Build Out, Drawing #’s A1, A2, A3, A4 & A5, signed and stamped by Karl Bender, Licensend Professioanl Engineer, conditional upon submission of the $100 application fee.

Ayes All: Motion Carried.

A zoning permit is needed from the Town of Watertown and a building permit is needed from the County.

Superior Plus Energy Services (Griffith Energy) – Gillette Road – Tax Map #90.00-6-28.2 – Construction of a 3,600 square foot office building.

Tom Ross, GYMO, on behalf of Superior Plus Energy Services, submitted a completed application for a 3,600 square foot office building on Gillette Road, Tax Map 90.00-6-28.2.

Original plans were submitted and approved approximately two years ago but the project was never built. Mr. Ross is now submitting a revised plan for the same project. Discussion followed.

The Town gave permission to connect to the water and sewer lines. Mr. Ross needs to contact the Town’s Highway Superintendent regarding moving the driveway.

Motion 46-18: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a special meeting of the Town of Watertown Planning Board to review site plan for Superior Plus Energy Services for Thursday, August 2, 2018 at 2:00 p.m.

Ayes All: Motion Carried.

Motion 47-18: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for site plan of a 3,600 square foot office building for Superior Plus Energy Services for Thursday, August 2, 2018 at 2:00 p.m.

Lundy Development & Property Management, LLC – Lot #2B in the Jefferson County Industrial Park – Bus garage project.

Mr. Boxberger stated that at the last meeting Mr. Samann, General Counsel for Car-Freshner, commented on traffic leaving the Industrial Park, long delays, and the need for a unbiased traffic study which the Board agreed to.

Between the last meeting and today, at the request of Don Alexander, Mr. Boxberger met with him and discussed several issues, the biggest being traffic. Mr. Alexander brought up the last traffic study that was done when the extension of County Route 200 was put in. This study was done based on quite a bit of expansion within the Industrial Park. Mr. Alexander felt that the numbers generated by the park to date nowhere approach the numbers that the traffic was designed for. He agreed that an additional traffic study is needed and he feels it should be unbiased as well and agreed to approached his board for a study of both internal and external traffic patterns of the park.

Subsequent to that, Mrs. Desormo and Mr. Boxberger met with Mr. Lundy informally and talked about traffic concerns and the board concurs, after discussions one-on-one with board members, that a full traffic study would not be required at this time based on conversations with Mr. Alexander and other observations. What the board wants is evidence that the NYS DOT and the County Highway Department are okay with access to 12F which has been provided.

With regards to Mr. Samann’s comment regarding long delays, especially at lunchtime, Mr. Boxberger went out and observed the park at lunchtime and only one time did a car have to wait for a second light.

Mr. Boxberger had conversations with both Mike Flick and Ken Bibbins from the NYS DOT and they indicated that it is common to change the sequencing of traffic lights if it is necessary.

Additionally, Mr. Boxberger addressed several concerns that needed to be addressed from the last meeting. A letter signed by Mike Lundy, dated 6/28/18 was entered into record (Attachment #2).

The oil/water separator will be located indoors and will be reviewed by Jefferson County Codes to meet their standards.

The fuel depot concerns will also be reviewed by Jefferson County Codes to ensure compliance with building codes and other environmental standards that are necessary for a permit to be issued.

With regards to the traffic concerns discussed previously, a poll was taken from the board members to see if they are comfortable with the traffic concerns:

It is the consensus of the board the Mr. Lundy has met the traffic concerns.

The board has received word from the Town Engineer that they are satisfied that MS4 regulations have been met with the submissions that have been provided.

Mr. Lundy was advised that during development he must meet conditions of required inspections by MS4 regulations and maintenance of a mailbox kept on premises available for the Town’s designated official and Town Engineer.

Mr. Vaas stated this morning that he is satisfied with the SEQRA submission.

A completed sign application has been submitted with detailed plans.

A zoning permit application has been submitted.

Mr. Vaas , SEQRA Coordinator for the Town of Watertown Planning Board, stated that the application is considered complete as all required documentation has been submitted.

Motion 48-18: Motion by Mr. Boxberger, seconded by Mr. Smith to issue a negative declaration and accept the environmental assessment form as submitted.

It is the consensus of the Board is that they are all confident that they have reviewed all the information that has been submitted over the last few weeks.

Motion 49-18: Motion by Mr. Boxberger, seconded by Mr. Smith to grant site plan approval for Administrative Offices and School Bus Depot Satelite Facility for First Student, Inc. on Lot 2B in the Jefferson County Industrial Park, located in the Town of Watertown, County Route 200 adjacent to Penske as shown on plans prepared by David Mosher, Registered Architect, Drawing L1 – Site Plan, dated 4/2/18 with revision dates of 5/7/18 & 5/18/18, Drawing L2 – Grading Plan, dated 4/1/18 with revision dates of 5/7/18 & 5/18/18, Drawing L3 – Landscaping Plans, dated 4/2/18 with revision dates of 5/7/18 & 5/18/18, Drawing A2 – Exterior Elevation Plans, dated 4/2/18 with revision dates of 5/7/18 & 5/18/18, a schematic of the proposed signage with dimensions, signed by Mr. Lundy, dated 6/28/18, conditional upon receipt of Drawing A2 – Exterior Elevation Plans, dated 4/2/18, with revision dates of 5/7/18 & 5/18/18 and the developer complying with all MS4 requirements, self inspection as required, maintenance of a mailbox at the site with all records for review by the MS4 Inspector designated by the Town Board and/or the Town Engineer, also designated by the Town Board, and that the developer shall comply with all local, county & state regulations and permitting requirements relating to the facility, including zoning permits, building permits with review of the oil/water separator and fuel depot and any NYS Department of Environmental Conservation requirements.

SIGN PERMIT

New Testament Fellowship Church – 24441 State Route 12 – Tax Map #83.19-1-16.22 – Sign Permit.

The board reviewed proposed signage plans by New Testament Fellowship Church, 24441 State Route 12. Discussion followed.

Motion 50-18: Motion by Mr. Boxberger, seconded Mr. MacAdam to waive the sign application fee for New Testament Fellowship Church as this is a non-profit agency.

Ayes All: Motion Carried.

Motion 51-18: Motion by Mr. Smith, seconded by Mr. MacAdam to approve the sign application for New Testament Fellowship Church, 24441 State Route 12, Tax Map #83.19-1-16.22 as shown on plans prepared by Signs & Designs, drawn by Michael Britton, dated 6/13/18, Drawing 004. The sign will be a monument style sign replacing an existing in the same location and will be 5′ x 8′ with vegetative planting at the base of the sign.

A Zoning Permit will be required.

EZ STAK/MSP Realty, LLC – 22620 County Route 196 – Tax Map #73.20-1-10.52 – Sign Permit.

Mrs. Desormo stated that the application is for block lettering on the building and was sent to her office via email. Discussion followed.

Motion 52-18: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve the sign application for EZ STAK/MSP Realty, LLC for block lettering on the front of the building located at 22620 County Route 162, Tax Map #73.20-1-10.52 as shown on plans prepared by Signs & Designs, drawn by Michael Britton, dated 6/28/18, Drawing 004.

Ayes All: Motion Carried.

A Zoning Permit will be required.

SITE PLAN

Wal Mart – 20823 NYS Route 3 – Tax Map #82.11-1-49.1 – Site plan for canopy parking for grocery curb-side pickup and signage.

Mrs. Desormo and Mr. Boxberger met with the Wal Mart representative regarding a roadside grocery pickup. It will consist of a 72′ x 18′ tube metal and fabric canopy located on the south side of the building. A letter signed by Les Tribble, from Perry M. Petrillo Architects, PC dated 6/201/8 was entered into record (Attachment #3).

They will modify 12 existing parking spaces into (10) 12′ x 18′ grocery pickup spaces. They will change two existing shopping cart corral spaces in the parking lot into parking spaces, so there will be no change in the number of parking spaces.

They will also install new directional signs and pavement graphics, remove the existing “Outdoor Living” sign and install new exterior wall mounted “Pickup” sign on the south side of the building. Discussion followed.

They must meet setback requirements.

Motion 53-18: Motion by Mr. Boxberger, seconded by Mrs. Desormo to waive site plan approval for Wal Mart Grocery Pickup Project located at 20823 NYS Route 3, Tax Map #82.11-1-49.1 as the project is a very insignificant change of the floor space and does not impact parking or traffic flow in any way.

Ayes All: Motion Carried.

A Zoning Permit will be required.

Mr. Boxberger excused himself from the next project due to his personal relationship with the applicant.

LOT LINE ADJUSTMENT

Maryanne Boxberger – 22941 Fralick Road – Tax Map #91.17-1-1/91.17-1-3 – Lot line adjustment.

The board reviewed plans for a lot line adjustment for Maryanne Boxberger, 22941 Fralick Road, Tax Map #91.17-1-1/91.17-1-3. A completed application has been submitted. Mr. Vaas reviewed and completed the SEQRA prior to the meeting. Discussion followed.

Motion 54-18: Motion by Mrs. Desormo, seconded by Mr. Smith to grant a lot line adjustment for Maryanne Boxberger, 22941 Fralick Road. Tax Map #91.17-1-3 will be 1.672 acres and Tax Map #91.17-1-1 will be 8.59 acres as shown on plans prepared by Patsy Storino, dated 6/6/18, Survey date of 5/9/18 with a revision date of 6/7/18, File #18-019-Watn, Drawing #1, conditional upon satisfactory review of lot descriptions.

Motion 55-18: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 3:15 p.m.
