Mr. Boxberger called the special meeting of the Town of Watertown Planning Board to order at 8:30 a.m.

SIGN PERMIT

Mr. Rick’s Bakery – 17099 US Route 11 – Sign permit.

Dan Gill, Atomic Sign Works, on behalf of Mr. Rick’s Bakery, presented proposed plans for a 2 ½’ x 6′ sign for Mr. Rick’s Bakery at 17099 US Route 11.

Mr. Alberry presented preliminary plans over a year ago but has not returned. This is a new business and has to go through site plan review before the board can approve the proposed signage. A complete site plan application must be submitted including updated plans citing parking, lighting, and sign placement along with notification on the status from the Department of Health.

The consensus of the board is that they have no issues with the proposed signage. The placement must be cited on the plans meeting all setback requirements. Landscaping at the base of the sign needs to be identified on the plans as well. When all information is submitted, the planning board will review the plans. The next meeting is Monday, May 4, 2015 at 7:00 p.m.

SUBDIVISION

Morgan Development – County Route 202 – Tax Map #82.11-1-35.221 – 2 lot subdivision for financing purposes for a new development. A variance was granted by the ZBA on Monday, March 23, 2015.

Daren Morgan, of LaFave, White & McGivern, on behalf of Morgan Development, submitted updated plans, lot descriptions, SEQRA, MYLAR, and the application fee for a 2 lot subdivision on County Route 202 – Tax Map #82.11-1-35.221. The consolidation of the two tax parcels is being processed by Roger Tibbett, Town Assessor. Mr. Vaas stated that the SEQRA is missing the evaluation page. Mr. Vaas will print one himself. Discussion followed.

Motion 16-15: Motion by Mr. Boxberger, seconded by Mr. Smith to grant approval for a 2 lot subdivision for Route 202 East Apartments in the Town of Watertown, Tax Map #82.11-1-35.221 from plans prepared by LaFave, White & McGivern signed by Jeremy Thompson, File #2015M-01, dated 2/29/15 with revision dates of 4/6/15 and 4/7/15 which reflect the combination of tax parcels as requested by the Planning Board. Parcel 1A will consists of 32.55 acres and Parcel 1B will consists of 21.03 acres. The Town of Watertown Zoning Board of Appeals granted a variance to setback requirements on 3/23/15 for buildings to be built due to financing concerns by the developer. This approval is conditional upon satisfactory review of lot descriptions.

Todd Badalato – Gotham Street Road – 3 Lot Subdivision.

Mr. Badalato approached the board to modify the original 15 lot subdivision of Cold Brook Development to a 3 lot subdivision on Gotham Street Road.

The board suggested that Mr. Badalato consider meeting with a couple members of the board for an informal meeting to discuss his options. Discussion followed. Mr. Badalato agreed to meeting with Mr. Boxberger and Mr. Vaas on Monday, April 27, 2015 at 8:00 a.m. on his property.

SITE PLAN

Sullivan’s Body Shop – 17085 US Route 11 – Construction of a 24′ x 24′ storage building.

Mr. Sullivan submitted an application, SEQRA, and proposed plans for a 24′ x 36′ storage building at 17085 US Route 11. The application fee needs to be submitted. Discussion followed.

Mrs. Desormo stated that this project needs to be referred to the Jefferson County Department of Planning. There is not enough time to add it to their April agenda. Their next meeting will be May 26, 2015. Discussion followed.

The board asked Mrs. Desormo to call Jefferson County Department of Planning and ask if it is possible to add this proposed project on their April agenda. A public hearing was scheduled for the May 4, 2015 Town of Watertown Planning Board meeting conditional upon Jefferson County Department of Planning adding this proposed project to their April agenda. If they can’t, the public hearing will not be held and a new public hearing will be scheduled at the May meeting for the June meeting.

Motion 17-15: Motion by Mrs. Desormo, seconded by Mr. Smith to schedule a public hearing for Monday, May 4, 2015 at 7:00 p.m. for Sullivan’s Body Shop, 17085 US Route 11 for the construction of a 24′ x 36′ storage building, contingent upon review from the Jefferson County Department of Planning at their April meeting.

Lundy Development & Property Management, LLC – Tax Map #73.20-1-2.6 – Site plan for a warehouse on Lot 2B in the Jefferson County Industrial Park.

Mr. Lundy submitted a revised application and revised plans for a new building on Lot 2B in the Jefferson County Industrial Park. Discussion followed.

Adjacent property owners need to be cited on the plans. A public hearing was previously scheduled at the April 6, 2015 meeting for May 4, 2015 at 7:00 p.m.

Mrs. Desormo stated that this project was not referred to the Jefferson County Department of Planning for review at their April meeting. She will call Jefferson County Department of Planning and see if they will add it to their April agenda. If they can’t, the scheduled public hearing will be opened at the May 4, 2015 meeting and not closed until review is completed by the Jefferson County Planning Board.

Lundy Development & Property Management, LLC – Tax Map #91.05-1-17.251 – New building on Lot 8 in Washington Summit.

Mr. Lundy submitted a revised application and revised plans for a new building on Lot #8 at Washington Summit. Watertown Ambulance now plans to share this proposed building with Lundy Development. Discussion followed.

Adjacent property owners need to be cited on the plans. The board also wants the proposed signage removed from the plans until they are ready to submit sign plans.

This project also needs to be submitted to the Jefferson County Department of Planning. Mrs. Desormo will add it to the list to see if it can be added to the April agenda. A public hearing will be scheduled for the May meeting, however, it will be conditional upon the Jefferson County Department of Planning’s review.

Motion 18-15: Motion by Mr. Boxberger, seconded by Mr. Vaas to schedule a public hearing for Monday, May 4, 2015 at 7:00 p.m. for the proposed 52,000 square foot building on Lot #8 in Washington Summit, Tax Map #91.05-1-17.251, contingent upon review from the Jefferson County Department of Planning at their April meeting.

Mr. Boxberger updated Mrs. Desormo and Mr. Smith on a meeting held April 6, 2015 with representatives from JCIDA regarding an energy project in the Jefferson County Industrial Park. The JCIDA is looking at ways to make the industrial park and other areas in the Town of Watertown energy self-sufficient due to the power infrastructure all across the state. This includes wind, solar, geothermal, and possibly a digester for agriculture ways working together.

Mr. Boxberger suggested that the board review the proposed energy plan that has been drafted as an alternative energy plan would not be allowed. The board may want to create a third category different from residential and private that will cover community type development in town areas. He also suggested that a review of limiting the size of alternative energy production be looked at to see if only residential production should have limits and not commercial.

Motion 19-15: Motion by Mr. Vaas, seconded by Mr. Smith to adjourn the meeting at 9:25 a.m.
